So on my desktop I don't know what happened but out of no where it said zoom in and now I cant zoom out and can't even see the start menu I tries changing the resolution but that didn't fix it I then hit the windows key and the minus sign didn't go anywhere so I pressed the plus key and it zoomed in and was able to zoom out to the position it changed to. I've restarted the computer as well but nothing. If this happened after Win10 upgrade it could be the video card driver needs to be re installed with a Win10 compatible version.

Mine did. Then reset the resolution using that apps control panel. You've mentioned the Start menu isn't visible. Do you mean the task bar were the start menu button is, is no longer visible? Or half visible? If this is more applicable you can set the screen position also in the video card control panel.
